Conforming Amendments to the Social Security Act (SSA) related to Title IV-E foster Care and Adoption Assistance, Section 5513(b), changes the “look back” date for Title IV-E foster care and adoption assistance from June 1, 1995 to July 16, 1996, with respect to the AFDC standards states must use to determine eligibility for Title IV-E. The conference agreement does not include the provision to allow states to use their AFDC waiver standards to determine IV-E eligibility nor does it include the provision to allow states to adjust AFDC standards for inflation. These provisions were not included because the CBO projected costs were prohibitive.

Section 5516, Denial of Assistance and Benefits for Drug-Related Convictions, clarifies a constitutional problem. Currently the law prohibits TANF funds to those convicted of felonies after the bill was signed. This technical correction applies this restriction to those convicted of felonies that took place after the bill was signed.
