As you continue to work toward the final Fiscal Year 2026 Appropriations bill, we the undersigned organizations, representing over 250,000 local governments, water utilities, local government agencies, and engineering and public works industry professionals and companies across the nation, along with over 400 constituents, local elected officials, and local governments representing 45 states and 235 House Districts urge you to fully fund the Drinking Water and Clean Water State Revolving Funds (SRFs) and the Water Infrastructure Finance and Innovation Act (WIFIA) programs. These vital programs strengthen public health, support economic growth, and ensure that water remains accessible and affordable to all.

Our nation’s drinking water and wastewater infrastructure programs are essential to every American. The low-cost loans that the SRFs and WIFIA offer are utilized by every state and territory and are an integral part of water infrastructure funding for municipal water and wastewater agencies. Cuts to the SRFs and WIFIA would be a huge setback in our ability to keep water rates affordable, and provide safe, clean drinking water while also keeping our economy moving forward. Communities save on average between $969 million and $1 billion when they finance through WIFIA or the SRFs instead of traditional markets. These projects also generate nearly 40,000 jobs and $6.47 billion in economic output. With an estimated $1.2 trillion in funding needed for water infrastructure, failing to adequately fund these fiscally responsible programs in FY26 will threaten water systems’ ability to carry out their core missions and deliver basic services.

Again, we urge you to protect the SRFs and WIFIA programs by providing funding at their authorized levels in the FY 2026 Appropriations bill. We appreciate your attention to this important issue and thank you in advance for your consideration.
