KANSAS CITY, MO–The American Public Works Association (APWA) is honored to announce that Vic Bianes, PE, Major Client Manager, Kleinfelder Engineering, Bonita, California, has been sworn in as President of APWA effective August 17, 2025. Affirmed by APWA’s more than 30,000 members, President Bianes will lead the organization for the 2025–2026 term. President Bianes succeeds APWA President Dominick A. Longobardi.

Bianes’ career spans 39 years in public works administration, management, project management, planning, design, fiscal management, operations and maintenance, and construction. Bianes has significant private and municipal public works experience leading large capital improvements programs, running large-scale operation and maintenance efforts, and managing complex programs in San Diego. He is a California registered engineer with a Bachelor of Science in Civil Engineering from San Diego State University and a Master of Business Administration from the University of Redlands.

Within APWA, Bianes has been very active in the San Diego & Imperial Counties Chapter as well as at the national level. At the chapter level, Bianes has served in leadership positions on the Internship, Scholarship, Public Works Institute, Advocacy, and Awards Committees. He has held chapter executive positions, including chapter president, past president, and alternate delegate. At the national level, Bianes has served on the national board as the Technical Director, Fleet and Facilities Management and has been appointed to several APWA committees in leadership and liaison roles. He served as co-chair for PWX San Diego in 2023 and is an instructor for the APWA Emerging Leaders Academy. In 2017, Bianes was the recipient of the Harry S. Swearingen Award for outstanding APWA chapter service. He also received the 2015 National Chapter Membership Achievement Award for chapter membership growth and the 2014 Donald E. Stone National Award for the creation of the internship program.

President Bianes will be joined by three new APWA Board of Director members who were sworn in during PWX 2025 in Chicago: Larry Ingram, Michael D. Millette, and Bill E. Stogsdill, Jr.

Larry Ingram, PE, LEED AP, BD+C, civil regional leader of Labella Associates in Hoover, Alabama, oversees Region IV as part of his Regional Director role with APWA. On several occasions, Ingram has spoken on behalf of APWA at conferences and meetings for ACEC-AL to give APWA’s perspective on national initiatives and legislative issues. He is currently focusing on working at the state level toward beginning the process of obtaining First Responder recognition for public works personnel.

Michael D. Millette, PE, director of public works for the Village of South Elgin in Illinois, has more than 38 years of progressive experience in public works and municipal engineering. As an APWA member, he has been on the National Technology Committee, the Project of the Year Review Committee, and has served as a representative to the National Homeland Security Consortium. Millette is the APWA Region V Director.

Bill E. Stogsdill, Jr., CPM, CPWP-M, PWLF, director of public works for the City of Fairway in Kansas, helped implement $7 million in stormwater improvements, which was an APWA Project of the Year in 2009. As part of the APWA Kansas City Metro Chapter, he has served in numerous roles, including president. Currently, he serves as the chapter’s delegate representative on the Council of Chapters.
