International Perspective Presentation: Measuring and Ensuring Project Success

This session will feature presentations from Australia and the United Kingdom. • Traditionally “on time and on budget” have been the only criteria for measuring project success. The Australian city of Whitehorse is redeveloping and expanding a 10,000-meter aquatic and leisure facility. They have developed a series of measures to determine if the final project meets the goals of all the stakeholders in the project. • Over the last 10-years in the United Kingdom, several local highway authority (LHA) maintenance projects have failed to deliver the desired outcomes. The Highway Maintenance Efficiency Program (HMEP) includes a toolkit if web-based resources which helps LHAs choose the best project delivery models and assess what type of documents and processes are the most appropriate to achieve the desired project outcomes.

Lessons Learned from the Detwiler Fire, Mariposa County, California

Mariposa County, California, was still recovering from storm damages to bridges and roads that occurred in February 2017, when the Detwiler Fire occurred in July. The fire lasted 22 days, consumed just under 82,000 acres and 68 homes, and damaged or destroyed another 138 structures. Over 90% of county residents were evacuated for up to 16 days. County Public Works and Transportation Department staff will describe what they learned about emergency operations center activities, recovery operations, and re-population needs. In short, when is recovery over? For many, never.

Florida’s A1A: Rebuilding What Matthew Destroyed

When Hurricane Matthew damaged over a mile of Florida State Road A1A in October 2016, the Governor asked that the road be rebuilt and opened in 15 days. Hear from the contractor that took on the challenge to rebuild the road within an unprecedented 30-day schedule. Working extended shifts but restricted from night work due to turtle nesting season, they used dedicated crews and equipment along with the latest paving technologies in warm asphalt mix to complete the project ahead of schedule. A year later, one of the largest storms in Florida history struck. This time A1A survived due to the quality of workmanship and materials.

The National UPROW committee is promoting the establishment of UPROW committees in all chapters to improve APWA member access to resources that will facilitate the management of rights-of-way. The National UPROW committee recently developed a white paper to inform communities of the lessons-learned by those that have experienced rapid fiber installations.
