From the 1970s through the 1990s, downtown Topeka, Kansas, went through a period where urban sprawl sent all commercial and retail development to a corridor on the west side of town. Downtown residential living became non-existent. Find out the lessons learned during Topeka's journey from a napkin sketch to a public/private partnership that invested $9 million dollars into a downtown enhancement project. If You Cannot Hire the Most Experienced, Grow Them! The City of Phoenix SWEO Apprenticeship Program

Over the last few years, the City of Phoenix Public Works Department experienced a perfect storm of events that impacted the ability to attract and retain highly qualified solid waste equipment operators (SWEO). Pension reform, a high number of retirements, and pay concessions resulted in a high turn-over rate. Out of challenging circumstances comes the opportunity for innovation. The SWEO Apprenticeship program trains new recruits from the ground up. The two-year program helps apprentices obtain their commercial driver's licenses (CDL), learn all aspects of a solid waste operation, and become a qualified SWEO. By working to bring in and train a diverse workforce, Phoenix is not only molding future organizational leaders, but providing jobs to underserved and underrepresented populations.Learning Objectives:Adopt proven strategies for creating a successful apprenticeship program.Provide a framework for successful collaboration with the stakeholders for an apprenticeship program.Think outside-the-box for solutions for attracting and retaining qualified staff.

Inspired by the 2017 National Public Works theme “”Public Works Connect Us,”” this session will focus on CPWA’s advocacy and outreach efforts for public works, federal infrastructure programs and other initiatives that affect communities across Canada. CPWA President Andrew Stevenson will provide an update on CPWA’s public policy priorities, CPWA’s participation in coalitions such as the Canadian Common Ground Alliance and projects such as the Canadian Infrastructure Report Card, CPWA’s partnership with IPWEA to deliver asset management training, and CPWA’s growing involvement as a stakeholder at the federal level.
