Buckeye, Arizona is the fifth-fastest growing city in the nation. Its population has exploded in the past 20 years, growing from 5,000 people in 2000 to over 50,000 by 2010 to 75,000 today covering a geographic area greater than 640 square miles. From the beginning of the growth, the Police and Fire Chiefs both recognized their need to work together on many issues of common concern. As time moved forward, they collectively saw the benefit of Public Works in their collaboration, which then evolved into an official Public Safety Executive Partnership (PSEP). With the advent of Homeland Security Presidential Directive #8 indicating that Public Works was also a first responder in the public safety arena, this was a natural collaboration. This presentation given by the Police Chief, Fire Chief, and Public Works Director will review the many successes that have resulted from this collaboration including: public works now responds to police calls to provide barricades, equipment response, and communications support—which frees up police officers to provide police work; emergency planning is now accomplished easily and with full input from major city departments; PSEP is now identified in the City Code as a resource for emergency planning; all significant weather events (storms, flooding, dust, power outages, etc.) now include coordination and response from the PSEP team.

1. Promote the benefits of integrating public works into your city’s public safety response.

2. Establish the groundwork for a local Public Safety Executive Partnership.

3. Enhance the public works role as a first responder, especially with the emphasis on being the “first in and last out.”
