To resolve the issue of simple and complex tasks within the right-of-way, Washington County, Oregon developed a Programmatic Permit Program that allows specific tasks without obtaining individual permits. However, if the work to be done exceeds the pre-set limitations, then individual permits are required.
Learning Objectives:
1. Encourage local utilities to participate in a programmatic approach for the benefit of expedited service in issuing and resolving permit issues.
2. Launch a system-wide permit program to allow local utilities the ability to work in the right-of-way under specified conditions without a permit.
3. Improve the quality of your permitting procedures.
