DHS Funding Lapse Continues
- Funding to the Dept. of Homeland Security (DHS) lapsed more than a week ago, though because much of the agency’s personnel and duties are considered essential, they are working without pay until Congress passes, and President Trump signs into law, a FY26 DHS appropriations bill;
- DHS includes the Federal Emergency Management Agency (FEMA), the Transportation Security Admin., the Coast Guard, and the Secret Service;

Roadshow, EWC Heading to Capitol Hill
- The Engineering & Public Works Roadshow will converge on Capitol Hill Wednesday for a second open house to inform and educate Members of Congress and staff about the Roadshow and its mission to showcase great infrastructure and the need for a robust workforce;
- An offshoot of the Roadshow – the Engineering Workforce Consortium – will announce tomorrow the arrival of two new major organizations
- Also, the Roadshow is planning to be in Jacksonville, FL, March 26, to showcase a great flood mitigation project;
- Now in its third year, the Roadshow is a collaboration between APWA, ACEC, ASCE;

CISA to Host Cyber Incident Reporting Virtual Town Halls
- The Cybersecurity and Infrastructure Security Agency (CISA) will host a series of virtual town halls to allow external stakeholders a limited opportunity to provide input on refining the scope of the Cyber Incident Reporting for Critical Infrastructure Act (CIRCIA);
- A Notice of Proposed Rulemaking (NPRM) was issued in the Federal Register in 2024;
- The proposed CIRCIA rulemaking seeks to implement the Cyber Incident Reporting for Critical Infrastructure Act of 2022, as amended, by implementing covered cyber incident and ransom payment reporting requirements for covered entities;
- The town halls will cover the following:
- March 9 – Chemical Sector, Water and Wastewater Sector, Dams Sector, Energy Sector, and Nuclear Reactors, Materials, and Waste Sector
- March 12 – Commercial Facilities Sector, Critical Manufacturing Sector, and Food and Agriculture Sector
- March 17 – Emergency Services Sector, Government Facilities Sector, Healthcare and Public Health Sector
- March 18 – Communications Sector, Transportation Systems Sector, and Financial Services Sector
- March 19 – Defense Industrial Base Sector and Information Technology Sector
- March 31 – CISA General Town Hall
- April 2 – CISA General Town Hall

- Feb. 24 at 10 a.m., the House Homeland Security Committee will hold a hearing, Before the Whistle-Assessing Information Sharing and Security Collaboration Ahead of Major Events;
- Feb. 24 at 10 a.m., the House Transportation and Infrastructure Committee’s Subcommittee on Water Resources and Environment will hold a hearing on Administration priorities for a Water Resources Development Act of 2026;
- Feb. 24 at 10:15 a.m., the House Energy and Commerce Committee’s Environment Subcommittee will hold a hearing to Examine Challenges and Opportunities for Safe, Reliable, and Affordable Drinking Water;
- Feb. 24 at 9 p.m., President Trump will deliver the State of the Union Address to Congress;
- Feb. 25 at 10 a.m. the Senate Environment and Public Works Committee will hold a hearing to examine the Water Resources Development Act (WRDA) of 2026 and other ongoing U.S. Army Corps of Engineers (Army Corps) projects, programs and priorities;
- Feb. 25 at 11 a.m., FEMA will host a webinar on Procurement Under Grants Training – Introduction.
