Tyler Palmer brings more than two decades of hands-on experience to his role as public works director and deputy city administrator for the City of Moscow, Idaho. His public works career began at the ground level—as a seasonal laborer—and progressed through nearly every position in a municipal public works organization. Over the years, he has served as a water and wastewater operator, streets and storm supervisor, offsite inspector, and department manager, ultimately advancing to his current executive role in city administration.

A committed public servant with 24 years in the field, Tyler is known for his practical leadership and deep institutional knowledge. He holds a bachelor's degree from Weber State University and a Master of Public Administration from the University of Idaho.

Tyler is a longtime leader in APWA, having chaired both the Government Affairs Committee and the International Affairs Committee. He currently serves as chair of APWA’s Small Cities/Rural Communities Committee, is a Jennings Randolph International Fellow, and represents northern Idaho on the board of the Association of Idaho Public Works Professionals. In addition, he serves on the EPA’s Small Community Advisory Subcommittee and chairs the Palouse Basin Aquifer Committee, guiding sustainable water policy in the region.
