Michael Millette oversees Region V as part of his Regional Director role with APWA. This includes the following chapters: Chicago Metro, Illinois, Indiana, Michigan, Ohio, Ontario, and Wisconsin. He also serves as the Board of Directors Liaison to the Accreditation Council and the APWA representative on the National Homeland Security Consortium.
Millette has more than 38 years of progressive experience in public works and municipal engineering. Since 2018, he has been the Director of Public Works for the Village of South Elgin, Illinois, overseeing a staff of 24, an annual operating budget of $13 million, and a capital budget of $11 million. Millette’s management philosophy is focused on developing the strengths of his team and setting up his personnel for advancement in their public works careers. He has thorough knowledge of street, forestry, water, and fleet service delivery mechanisms. He is completely familiar with municipal engineering and capital project financing to include the motor fuel tax, general obligation bonds, special service areas, special assessments, and many federal, state, and county programs. He holds institutional resource-level knowledge of stormwater ordinances.
As an APWA member, he has been on the National Technology Committee, the Project of the Year Review Committee and has served as a representative to the National Homeland Security Consortium. He has served as a past member of the Government Affairs Committee, including two years as chair. He is also a Chicago Metro Chapter past president, Suburban Branch past president, and was awarded the Community Involvement Award from the Chapter in 2011. He currently serves as a co-chair for the PWX Chicago 2025 Committee.
Millette was a Top Ten Public Works Leader of the Year in 2022 and has participated as a presenter on advocacy with the Emerging Leaders Academy over the past several years.
Millette has served as a Village Trustee for Campton Hills, Illinois since its founding in 2007. He also serves as the Transportation Policy Committee chair for the Kane-Kendall Council of Mayors, on the Illinois Municipal League’s Public Works Committee and on the Illinois Homeland Security Advisory Council. This is his first term on the Board.
