
This is a discussion of the financial considerations in asset management, including how capital programming and annual budgeting are key components. This program will cover a broad spectrum, from high-level overviews of strategies for obtaining or organizing funding to meet capital needs, to local programs that address needs and priorities identified from an asset management system. The discussion points on high-level elements will include fiscal constraint/resource balancing of capital improvement programs, zero based budgeting, and the appropriate equation for addressing maintenance funding. The discussion on local programs will include operations, maintenance, and rehabilitation support to maintain desired service levels. The two presenters are experts in applying finance tools at local governments to address asset management processes to achieve desired service levels for users and the public by strategically funding capital and operational needs.
After completing this course, participants will be better able to:
- Identify methods and options to fund asset management programs, including the impacts of capital improvement programming and annual budget.
- Describe how other agencies have applied funding tools/financial strategies to meet asset needs.
- Develop options that can be used to allow asset management programs to be funded and enhanced.
This program offers 0.1 CEU credits for the one hour presentation portion of the program. During the final half hour, discussions in the lounge area are optional.
