In addition to her role as Technical Director of Environmental Management, Jeannine Clancy is the Board of Directors Liaison for the following APWA committees: Solid Waste Management Committee, Sustainability and Resiliency Committee, and Water Resources Management Committee. She also serves as the Chair of the Strategic Planning Committee.
Clancy has served as Technical Director, Environmental Management since 2023. Her public works experience spans over 35 years in Arizona and Minnesota, including public works director positions with two Minnesota communities and service on the executive leadership team for Metropolitan Council Environmental Services (MCES), the regional agency that provides wastewater collection and treatment services for 111 cities in the Twin Cities of Minneapolis and Saint Paul Metropolitan area. She has demonstrated an unwavering commitment to staff development, customer service, and collaborative processes that result in high-quality public services and capital projects.
Clancy is currently a Program Director at TKDA, an employee-owned company headquartered in the Twin Cities. In this role, she fosters strategic partnerships, strengthens client relationships, and serves as a resource and mentor to staff throughout the organization, with an emphasis in planning, water, and wastewater practice areas. She is also TKDA’s Management Committee Liaison to the company’s Women’s Resource Group, which aligns with TKDA’s commitment to the values of trust, integrity, inclusion and excellence.
Clancy has been a member of the Minnesota Chapter for more than 30 years, holding all the executive leadership positions, including President. During her presidency, the Chapter initiated its DEI committee and started a student association at the University of Minnesota. She was a Council of Chapters Delegate for six years and continues to serve on the Chapter’s Conference Planning Committee. She co-chaired the 2016 Host Committee for PWX in Minneapolis. In 2026, Clancy became a Life Member of APWA.
Prior to joining the APWA Board of Directors, Clancy served on APWA’s Water Resources Management Committee as a member and as Chair. In 2016, Clancy received the Hugo G. Erickson Award for Chapter Service. Nominated and supported by the Minnesota Chapter, she received the APWA Harry S. Swearingen Award for Leadership in 2018 and the prestigious Top Ten Public Works Leaders of the Year in 2021.
