Jeffery P. Brown oversees Region III as part of his Regional Director role with APWA. This includes the following chapters: Kentucky, Mid-Atlantic, North Carolina, South Carolina, and Tennessee. He also serves as a member of the Finance Committee and New Initiatives Committee.
Brown has more than 20 years of experience working directly in the public works field, with both state and local government experience. He began his career in local government as a staff engineer and progressed rapidly to leading the Engineering & Infrastructure Department as the Department Director for the City of Fayetteville, North Carolina, before the age of 35. Brown has directly managed construction management, engineering, facilities and grounds, fleet services, public utilities, real estate, solid waste, stormwater management, streets, and traffic services. He is currently serving as the Public Works Director for the Town of Morrisville, North Carolina.
Brown is a past graduate of APWA’s Emerging Leaders Academy (ELA II), and for several years following his completion of ELA II, coordinated and oversaw the mentoring aspect of the course. He served on the North Carolina Chapter’s Leadership and Management Division Board and served as Division President in 2011. He also served on the Chapter’s Facilities & Grounds Division Board where he served as Division President in 2016. At the national level, he served six years on the Facilities and Grounds Technical Committee, chairing the committee for two years. During this time, Brown was an educational session speaker at PWX annually, presented on Click, Listen & Learn educational programs, and authored numerous articles published in the APWA Reporter. Brown began serving as the Chapter Delegate for the North Carolina Chapter in 2016 and represented Region III on the Council of Chapters Steering Committee for three years before being selected to serve on the APWA National Board of Directors. This will be his second term as Region III Director.
