Washington D.C.—Leadership of the U.S. House Transportation & Infrastructure Committee touted the American Public Works Association’s letter of support along with others in advance of a successful vote by the House of Representatives on the Thomas R. Carper Water Resources Development Act (WRDA) of 2024.

The committee issued a press release with a quote from APWA’s letter: “We are pleased to see the legislation remains a bipartisan and bicameral product that supports a diverse array of locally driven projects that also deliver regional and national benefits … The incorporated policy and programmatic reforms to streamline USACE processes are also welcome components to the bill and will allow for more efficient and timely completion of vital projects. We look forward to continuing to build on these efforts to further expedite permitting in the next Congress and provide greater access and flexibility in financing even more projects.”

WRDA is a comprehensive legislative package that provides for the conservation and development of water and related resources. It authorizes the Secretary of the Army, through the Assistant Secretary of the Army for Civil Works, to conduct studies, construct projects and research activities that can lead to the improvement of rivers and harbors of the United States.

WRDA is strictly authorizing legislation; it does not include funding. The funding of WRDA-authorized studies and projects is provided separately through the annual Energy and Water Development appropriations process and, at times, through supplemental appropriations. Congress has historically passed versions of WRDA every two years.

With more than 1,900 requests from members of Congress and stakeholders, WRDA 2024 authorizes more than 200 new feasibility studies for locally proposed projects and 22 projects which have been thoroughly reviewed by the Corps and have culminated in a final report to Congress with approval by the Chief of Engineers or the Director of Civil Works. These critical water resource infrastructure improvements include stormwater, wastewater, flood protection, navigation, and restoration projects that provide economic and environmental benefits and increasingly strengthen resiliency and incorporate nature-based solutions.

The legislation passed the House of Representatives, 399-18, and is now with the U.S. Senate for final passage before reaching the President’s desk.
