Vic Bianes’ career spans 36 years in public works administration, management, project management, planning, design, fiscal management, operation and maintenance, and construction. He has worked in the private and public sectors for a number of agencies.

Vic is currently working for Kleinfelder Engineering as a major client manager providing utility and transportation engineering support. He has extensive public works leadership experience leading large capital improvements programs, running large-scale operation and maintenance efforts, and managing complex programs within the San Diego County Water Authority and the City of San Diego.

Within APWA, Bianes has been very active in the San Diego & Imperial Counties Chapter as well as at the national level. He has served on a number of APWA committees in both leadership and liaison roles which include Utilities and Public Rights-of-Way, Fleet Management, Facilities & Grounds, Diversity, Equity and Inclusion, Professional Development, Strategic Planning, IT Task Force, COVID-19 working group, Certified Stormwater Manager (CMS) Council, and the Accreditation Council.

At the chapter level, Bianes has served in chapter executive leadership positions and served on a number of chapter committees in leadership roles, such as Internship, Scholarship, Public Works Institute, and Advocacy and Awards Committees. In 2017 he was the recipient of the Harry S. Swearingen Award for outstanding chapter service. Vic Bianes is a California registered engineer with a Bachelor of Science degree in Civil Engineering from San Diego State University and a Master of Business Administration from the University of Redlands.
